Lake Education and Planning Services (LEAPS) is owned and operated by Dave Blumer out of Cameron, Wisconsin. Dave has over 20 years of experience in lake and invasive species education, management planning, and implementation. He worked through county government and the Wisconsin Department of Natural Resources until he was offered the Lake Scientist position at Short Elliot Henrickson, Inc. This company decided to discontinue their lake management services in 2014 which prompted Dave to create LEAPS to continue servicing lakes all across Northwestern Wisconsin.
LEAPS works with lake associations, districts, and other organizations to provide services in the following areas:
Aquatic Plant Management Planning and Implementation
Aquatic Invasive Species (AIS) Biological Control Programs
Comprehensive Lake Management Planning and Implementation
Aquatic Plant Identification Workshops and surveying
WDNR Surface Water Grant Preparation
